Neighbors report what they notice: a smell, haze, discolored water, dumped debris, noise, or construction that appeared without explanation. Reports close together in category, place and time are grouped into one incident. Each incident is then compared with public records: EPA-permitted facilities, mapped data centers, the flight path into Reagan National, and the wind at the time of the report.
Every point in an evidence score is shown with the reason it was awarded — number of independent reporters, photos, distance to a nearby site, whether that site was upwind, and whether public records show a current violation. Nothing is hidden in a model. A high score means "worth looking into", never "this facility did it".
No account is needed. Reports are anonymous unless you choose to show a first name. Locations can be fuzzed by about 100 metres, and photo location data is removed before upload.
